1. GFATM C-19 RM SOCIAL PROTECTION FOR KEY POPULATION
Goal: 

Increase access to and uptake of social protection and HIV services for Key and vulnerable populations. 

The GFATM COVID-19 Response Mechanism (C19RM) Social Protection (SP) Services Program Soukhya Sanjeevini Samsthe in Chickballapur includes initiatives to facilitate access to Identity documents, Bank accounts (In Nationalized Banks & Post Office), and Government Schemes for vulnerable communities. These efforts are crucial for marginalized groups, such as individuals affected by HIV, TB, or malaria, sex workers, transgender individuals, and people who inject drugs, as they often face barriers in accessing government services and financial inclusion. By providing these services, the program aims to enhance social protection and economic resilience for key populations.

Objectives
1.   Facilitate Access to Government Welfare Schemes
    • Objective: To connect vulnerable communities with government welfare schemes and benefits that can support their healthcare, education, housing, and financial needs.
    • Approach: By helping individuals obtain the necessary identity documents and meet eligibility requirements, the program ensures they can access critical public welfare services, such as food subsidies, healthcare assistance, and housing support.
2.   Promote Financial Inclusion Through Bank Account Access
    • Objective: To provide vulnerable populations with formal financial access, which is essential for receiving direct benefits, cash transfers, and managing finances.
    • Approach: Assisting individuals in opening bank accounts provides them with secure means to receive funds, build savings, and access formal financial services, reducing dependency on informal or high-cost lending options and improving financial literacy.
3.  Support Legal Identity Documentation
    • Objective: To ensure key populations have legal identification, which is often required for accessing services, voting, and establishing social legitimacy.
    • Approach: By facilitating the acquisition of identity cards and certificates, the program empowers marginalized individuals to establish their identities legally, gain recognition, and reduce the risk of exclusion from essential services and societal participation.

2. GFATM C-19 RM KP GRANT PROGRAMME
District level advocacy meeting (DLAM) Under GFATM C-19 RM KP grant

Soukhya Sanjeevini Samsthe in Chickballapur successfully organized a district-level advocacy meeting with key stakeholders on 22-12-2023, Bringing together 72 members from District Administration, DLSA, Police, WCD, DHFW, and panel advocates under the GFATM C-19 RM KP grant is a commendable achievement. Such collaborative efforts are essential for effective planning and response to challenges, especially in the context of public health and community welfare. This initiative should help strengthen coordination and create an impactful response mechanism in the district.

3. KSAPS FSW TI PROGRAMME

Karnataka State AIDS Prevention Society (KSAPS) implements targeted intervention (TI) programs focused on female sex workers (FSWs) to prevent HIV/AIDS and promote overall sexual health. These programs form part of the National AIDS Control Programme (NACP) in India and aim to reduce new HIV infections, improve access to healthcare, and enhance the quality of life for sex workers.Key Aspects of KSAPS’s Targeted Intervention Programme for FSWs

  • HIV Statistics in the Chickballapur District: 7168 PLHIVs in the district are identified. 6261 are On ART & HIV prevalence is 0.02 in ANC and 0.25 In general, from available sources such as the District ART, DAPCU, KSAPS and district health departments.Access to Treatment  Assess the availability of antiretroviral therapy (ART) centers and support services in and around Chickballapur.

The Crisis Management Committeeat Soukhya Sanjeevini Samsthe Chickballapur plays an essential role in supporting female sex workers during times of crisis at district level as well as in block level. During financial year 2023-24, 77 crisis cases has been addressed and resolved by This dedicated committee. Which works on the frontlines to address and resolve various challenges, ensuring that members of the community are protected, informed, and empowered to navigate difficult situations.

The committee provides immediate assistance to female sex workers facing crises, such as violence, harassment, health emergencies, or legal issues. Members coordinate with local Peers, ORWs, and TLC legal advocates to ensure that affected individuals receive timely and comprehensive support.

The committee advocates for the rights of sex workers, offering legal guidance and facilitating access to legal aid. This includes supporting individuals in cases of harassment, discrimination, or unjust treatment, ensuring that they are treated with respect and fairness.

Counselling and Emotional Support

Recognizing the emotional impact of crises, the committee provides counselling support to help individuals cope with trauma, build resilience, and restore confidence. This aspect is crucial for helping sex workers rebuild their lives after experiencing hardship.

Community Awareness and Training

Prevention is as important as response. The committee runs training and awareness programs to educate female sex workers about their rights, safety practices, and available resources. These programs empower individuals to protect themselves and seek help when needed.

Collaboration with Community and Government Bodies

The committee liaises with local police and DLSA authorities, law enforcement, and NGOs to ensure a collaborative approach to crisis resolution. By building strong partnerships, we can mobilize resources effectively and ensure a supportive network around female sex workers in times of crisis. Through these efforts, the Crisis Management Committee of Soukhya Sanjeevini Samsthe Chickballapur plays an invaluable role in safeguarding the rights, health, and dignity of female sex workers, fostering a safer and more resilient community.

GFATM C-19 RM SP PROGRAMME PROGRESS FOR 2023-2024

Under the GFATM C-19 RM SP Programme (2023-2024), community facilitators from Soukhya Sanjeevini Samsthe Chickballapur have provided extensive social protection services to support the welfare of the female sex worker community. The services include aiding in documentation, access to government schemes, and financial inclusivity. A total of 1,154 applications were facilitated, out of which 1,093 were successfully received, reflecting a high success rate in securing essential services.

Key Achievements:
  • Banking and Financial Services: Facilitated 20 bank accounts with cheques and 5 without, along with zero-balance accounts (PMJDY) and 429 PAN cards, improving financial accessibility and inclusion.
  • Certificates for Identity and Social Support: Assisted in obtaining 189 caste certificates, 197 income certificates, and 4 domicile certificates, which are crucial for accessing government schemes.
  • Insurance and Pension Schemes: Helped 52 individuals enroll in PMJJBY and 93 in PMSBY, while 9 widows accessed pension services.
  • Government Schemes: Supported applications for programs like Chetana Scheme, Gruha Jyothi, and Gruha Laxmi, with 49 beneficiaries receiving these benefits.
  • Other Essential IDs: Facilitated 55 E-Shram cards and 403 PAN cards, along with voter ID and residential certificates.

This initiative enhances social protection, financial inclusion, and access to essential welfare services, significantly empowering the community.

Background

2004-09: MYRADA successfully completed the HIV/AIDS prevention project with the support of KHPT (Karnataka Health Promotion Trust) under AVAHAN (Bill and Melinda Gates Foundation) grant support. During the period MYRADA promoted female sex workers institutions such as Soukhya Groups at site level, Soukhya federations at town level and Soukhya Sanjeevini Samsthe at district level.

2009-10: The HIV/AIDS prevention project handed over from KHPT to KSAPS (Karnataka State Aids Prevention Society) and continued to be implemented by MYRADA. During the period the Soukhya Sanjeevini Samsthe was registered and prepared, to take over the HIV/AIDS Prevention Programme.

2011 Onwards: The HIV/AIDS Prevention Programme supported by KSAPS is directly implemented in Chickaballapur district by Soukhya Sanjeevini Samsthe, SSS has having experience on implementing KSAPS FSW/MSM TI Programme, community mobilization programme and Samvedana programme towards better health, empowerment, social, economic strengthening and main streaming of female sex works community.

Female sex workers often face significant social stigma, economic vulnerability, health risks, and limited access to essential services. This organization was established by and for FSWs to address these critical needs by providing a community-driven support system.
